Rolfe Regular Council Meeting

Monday June 8, 2015

Rolfe Community Center, 6:30pm

Mayor Julie Lancaster called the meeting to order at 6:30pm.   Council present Al Kuchenreuther, Dan Allen, Tom Andersen and Joe Ramaekers.  Absent Carl Struve. Ramaekers/Kuchenreuther moved to approve the consent agenda including agenda, 5/11/15 minutes and bills and one building permits. All ayes. Carried.

De Sindergard gave treasurer’s report Kuchenreuther/Andersen moved to approve treasurer’s report.  All ayes. Carried.

Council comments – Ramaekers had concerns that not all areas of town are being sprayed for mosquitos, mayor will look into.

Clerk comments – will be on vacation June 22nd – 25th. Legislation passed that contact phone or email for all elected officials to be placed on city website.

Ramaekers/Allen moved to approve cigarette permits for Rolfe Heartland and Rolfe Area Market.  All ayes. Carried.

Pam Orr from Safe Haven Animal Shelter discussed with council, daily costs to run shelter, how many animals they have received from Rolfe.  They are seeking monetary support from the communities.  Allen/Andersen moved to approve to contribute $1000.00 to Safe Haven Animal Shelter.  Ayes: Kuchenreuther, Andersen and Allen.  Nays: Ramaekers.  Carried.

Don Jobe explained to council he is acquiring the old Sunnybrook property and property across road and is asking for a permit to have horses there.  There would be no more than seven horses.  Ramaekers/Kuchenreuther moved to permit Don Jobe to have horses at the two locations.  All ayes. Carried.

Discussion on placing new light on Walnut Street, pole is already there.  Allen/Kuchenreuther moved to approve placing a new light.   All ayes.  Carried.

Andersen/Allen moved to approve resolution #594 Street Lighting Resolution.  All ayes. Carried.

Kuchenreuther/Andersen moved to approve library board hiring Cassandra Lenz as children’s librarian, Terri Kipfer as library director and Penny Tilden as librarian and wage recommendations.  All ayes. Carried.

Allen/Andersen moved to approve seasonal employees and wage the Park and Rec board recommended.  All ayes. Carried.

Kuchenreuther/Allen moved to approve Joint Cooperation Agreement with the Fort Dodge Housing Agency.  All ayes. Carried.

Kuchenreuther/Ramaekers moved to approve Contract for Technical Assistance to Administer a Community Development block Grant Program with MIDAS Council of Government.  All ayes.  Carried.

For liability and workman comp issues council needs to approve mowing out of normal working hours.  Allen/Kuchenreuther move to approve city employee to mow Monday’s – Saturdays when it is necessary.  All ayes. Carried.

Dave Sandvig explained to council that trees in the right of way need to be trimmed.  Ordinance states it is the abutting homeowner’s responsibility.  Allen/Ramaekers moved for the city employees to go in and trim trees with no charge to homeowner’s.  All ayes. Carried.

Clerk had discussed with I & S group about potentially applying for CDBG funding for water plant.  I & S drew up a new time line for project.  If wait for CDBG funding this will push the project construction to begin in the spring of 2017. Discussion with water superintendent.  Council advised clerk to not apply for CDBG funding and continue on previous plans using general obligation bond.

Council discussed events to be placed on website calendar, council directed clerk to put only city related sponsored events.

Discussion on definitions of structures in junk vehicle ordinance.  Will be placed on next month agenda.

Kuchenreuther/Allen moved to adjourn at 7:21pm.  All ayes. Carried.
