Rolfe Regular Council Meeting

Monday September 14, 2015

Sunset Ridge/Rolfe Community Center, 6:30pm

Mayor Julie Lancaster called the meeting to order at 6:30pm at Sunset Ridge.   Council present Al Kuchenreuther, Dan Allen, Tom Andersen, Joe Ramaekers and Carl Struve.  Mayor thanked everyone for coming to Sunset Ridge for the picnic bench dedication.  Margo Underwood explained the build with bags program through the Iowa Grocers and thanked Rolfe Area Market and Woods for support letters for the build with bags program. Hometown pride committee members present Barb Bennett, Diane Sandvig, Margo Underwood, Donna Ricklefs, Julie Lancaster and Angie Montag.  Barb Bennett thanked all who helped in the project.  Dan Allen, Dave Sandvig, Tony Higgins, Josh Vigdal, Kent Kerber with Pro Coop, Jeff Wiuff and Curt & De Sindergard.  Mayor called for a recess and will reconvene at the Community Center. Mayor called meeting back to order at Community Center. Ramaekers/Struve moved to approve the consent agenda including agenda, 8/10/15 minutes and bills and building permits for Pohl and Fisher. All ayes. Carried.

De Sindergard gave treasurer’s report Allen/Andersen moved to approve treasurer’s report.  All ayes. Carried.

City clerk commented that election papers need to be turned into the county auditor by Thursday, September 17 by 5:00pm.

Mayor thanked the Gilmore City workers for assisting in the gas leak and also commented on letter she received from Iowa Municipal Professionals Institute hoping the city acknowledge the commitment of the city clerk to the City of Rolfe.  Mayor invited all to join in on the Pocahontas County Hometown Pride Bus Tour, Saturday September 26, from 9 – 3pm, by reservation.  Mayor reminded residents that dogs need to be on leash at all times or will be taken to the shelter.

Citizen comments – Joe Inman addressed the council of a neighbor making explosives and setting them off.  Mayor said we have several people who have informed her about this.  Mayor said to continue to call 911 when you hear these explosions.

Received two complaints one of loud vehicles and overgrown weeds.  Mayor reminded to keep the noise down after 10:00pm.

Jeff Jensen from Trees Forever addressed council with opportunities for grants to apply for trees in public spaces.   Volunteers needed for the plantings.

David Larton addressed council of putting an RC race track on a lot in the residential area.   They will only allow electric powered cars. Kuchenreuther/Allen moved to approve special building permit for an RC race track to be completed by December 2015 and to maintain the area.  Ayes:  Andersen, Carl Struve, Dan Allen and Al Kuchenreuther.  Nay: Joe Ramaekers, motion carried.

Council recognized the Rolfe Public Library for receiving their tier three accreditation.

Kuchenreuther/Allen moved to approved to the Library board Sherry Cahill to replace Mary Hayungs.  All ayes.  Carried. 

The library board received a bid for the purchase of the keyboard piano.  There were no objects to the bid or selling of the keyboard. Allen/Struve moved to accept the bid from Marilee Kleespies in the amount of $350.00 for the keyboard and the equipment.  All ayes. Carried.

Reviewed enclosed structure definition, no action taken.

Allen/Andersen moved to set city wide clean up days for October 5th & 6th.  All ayes. Carried.

Julie Whitson with MIDAS here to go through CDBG procedures. Struve/Kuchenreuther moved to approve IEDA CDBG Program Contract.  All ayes.  Carried.

Kuchenreuther/Allen moved to appoint City Clerk, Angela Montag, Mayor, Julie Lancaster and Tony Higgs, gas super to the housing committee.  All ayes. Carried.

Ramaekers/Kuchenreuther moved to approve the RFP process for technical services for CDBG housing grant and selecting firms. All ayes. Carried.

Council discussed new floodplain mapping.  Kuchenreuther/Andersen approved that for the CDBG program all selected houses be free and clear from the flood area.  All ayes. Carried.

Andersen/Ramaekers moved to approve the new Affirmative Fair Housing Policy.  All ayes. Carried.

Kuchenreuther/Struve moved to approve Resolution #599 Residential Antidisplacement and Relocation Assistance Plan.  All ayes.  Carried.

Kuchenreuther/Ramaekers moved to approve Allen, Struve and Andersen for alternate signatures for the CDBG project.  All ayes. Carried.

Andersen/Struve moved to approve the City of Rolfe Owner-Occupied Rehabilitation Administrative Plan Program Year 2015.  All ayes.  Carried.

Kuchenreuther/Allen moved to approve the Memorandum of Understanding between the IA Depart. Of Administrative Services State Accounting Enterprise and the City of Rolfe for Participation in the INCOME OFFSET PROGRAM.  All ayes.  Carried.

Kuchenreuther/Ramaekers move to approve the FY2014/2015 City Street Financial Report.  All ayes. Carried.

Struve/Kuchenreuther moved to approve the Annual Financial Report for the FY 2014-2015.  All ayes.  Carried.

Kuchenreuther/Struve moved to approve $400.00 energy efficiency furnace rebate for Keith Shelgren.  All ayes.  Carried.

Allen/Struve moved to approve $1000.00 contribution to Upper Des Moines Opportunity.  All ayes. Carried.

Nick Frederiksen from I & S group discussed water plant project with council.  Discussion on some change orders to project regarding windows.  Kuchenreuther/Andersen moved to set date for Public Hearing on Plans and specification for bid letting for October 12, 2015 at 7pm and approved proposed project schedule.  All ayes.  Carried.

Council discussed expenditures of natural gas service line break, not to pursue reimbursement.  All ayes. Carried.

Council discussed vehicles to be towed.  Margaret Cunningham discussed council with her difficulty getting title to license the camper.  Council agreed for a month extension to get the camper licensed, since she has removed the other vehicles.

No other representative for other vehicles in attendance.  Allen/Andersen moved to tow white vehicle & Sande trailer at Danny Martin’s residence.  All ayes. Carried.

Allen/Ramaekers moved to tow black pick up and Kenny Benedict/Ashley Schoon’s residence.  All ayes.  Carried.  Ramaekers/Allen moved to tow the white pickup truck of Brad Dahl’s.  All ayes. Carried.

Tim Christensen spoke with city clerk and is working on getting title for camper, but may take two weeks.  Allen/Andersen moved if the camper of Christensen isn’t licensed in two weeks to have it towed.  All ayes. Carried.

Shannon Peters and Bill Winkleblack have made a list of some inexpensive repairs that need to be done to better the pool.  Wil need volunteers.  Julie will write up the wish list for repairs and volunteer work and put in next RBI newsletter. 

Kuchenreuther/Allen moved to approve engagement agreement with Ahlers & Cooney, PC for the Not to Exceed $372,000 General Obligation Capital Loan Notes.  All ayes. Carried.

Kuchenreuther/Allen moved to approve the following resolution #601 entitled “Resolution fixing Date for  a meeting on the authorization of a loan agreement and the issuance of not to exceed $372,000 General Obligation Capital Loan Notes of the City of Rolfe, State of Iowa (For Essential Corporate Purposes), and Providing for Publication of Notice Thereof”.  Ayes:  Ramaekers, Andersen, Struve, Allen and Kuchenreuther.  Carried.

Allen/Andersen moved to pay council members up to $200.00 a day plus mileage for the upcoming trial as a witness for attempts of collecting monies.  All ayes. Carried.

Discussion on costs of police protection, no action taken.

Allen/Andersen moved to adjourn at 8:26pm.  All ayes.  Carried.
