Rolfe Regular Council Meeting/Public Hearing

Monday March 14, 2016

Rolfe Community Center, 5:30pm

Mayor Julie Lancaster called the meeting to order at 5:30pm and took roll call.   Council present Jon Wellik, Dan Allen, Tom Andersen, Pat Sheda and Carl Struve.

Andersen/Sheda moved to approve consent agenda including bills, 2/8/16 minutes and Sroufe building permit.  All ayes.  Carried.

De Sindergard gave treasurer’s report.  Struve/Sheda moved to approve treasurer’s report.  All ayes. Carried.

Clerk informed council that new water aerator is being manufactured.

Mayor stated every resident to license their pets and clean up after your pets.  April is Keep Iowa Beautiful.

One complaint about dogs running at large.

Committee interviewed and recommends hiring Rick Krips.  Allen/Wellik moved to hire Rick Krips as the recycling/part time employee.  All ayes. Carried.

Andersen/Struve moved to approve Resolution #610 approving the wage for the Recycling/Part time personnel.  All ayes. Carried.

Bruce Lefevre and Keith Sherman from Alliant Energy addressed council on renewing the electric franchise agreement. 

Discussion of the generator at lift station being able to run both pumps during a power outage.  Engineer wants to work on a plan.  Council directed clerk to turn info over to the attorney for his opinion.

Andersen/Allen moved to approve renewal of Rolfe Golf Club liquor license.  All ayes. Carried.

Mayor reviewed nuisance abatement procedures on junk and junk vehicles with council.  There will be vehicles on next agenda.

Council reviewed city’s periodic examination.  No concerns.

Discussed replacing old utility truck.  Allen/Wellik moved to approve up to $20,000 for a new utility truck.  All ayes. Carried.

Wellik/Struve moved to approve Resolution #611 approve wage increase to Tony Higgins for completion of Gas Operator Certification.  All ayes.  Carried.

Working on getting the approval letters for the tree pile.  If we are able to reopen there will be strict guidelines on use.  Council committed to yard waste only, notifications to citizens and cameras are placed on site.  Allen/Andersen moved to hire Al Brandoij for $700.00 to bury current pile.  All ayes. Carried.

Struve/Sheda moved to set clean up days for April 25th and 26th.  All ayes. Carried.

Discussion on available finances for swimming pool repair.  No action taken at this time.

Hometown pride would like to turn Feldman Park into a dog park.  Would need a 28E agreement with county and city would have to maintain.  Allen/Sheda moved to enter a 28E agreement with county conservation to maintain Feldman Park.  All ayes.  Carried.

Heritage Park is owned by RBI, RBI will deed park over to city, with RBI still maintain expenses. Allen/Sheda moved to approve deeding over Heritage Park.  All ayes. Carried.

City Attorney will take action on concrete barriers.

Mayor called to open the public hearing on the FY2017 Budget Estimate at 7:00pm.  No citizen comments, no written or oral comments.  Mayor closed the public hearing at 7:01pm

Sheda/Struve moved to approve resolution #612 approving FY2017 Budget Estimate.  All ayes. Carried.

Sheda/Andersen moved to adjourn at 7:02.  All ayes. Carried.
