Rolfe Regular Council Meeting

Monday March 13, 2017

Rolfe Community Center, 5:30pm

Mayor Julie Lancaster called the meeting to order at 5:30pm and took roll call. Council present Dan Allen, Jon Wellik, Pat Sheda, Tom Andersen and Carl Struve. Sheda/Allen moved to approve consent agenda including agenda, bills and 2/13/17 minutes. All ayes. Carried. Andersen/Sheda moved to approve Treasurer’s report. No Council comments. Clerk will be gone, 3/16/17 to meeting and March 31st & April 3rd. Mayor had question for council member. Mayor stated that all complaints have been burning, loose dogs or noise. She asks residents, don’t burn illegally, keep your dogs leashed and keep your noise down. Allen/Wellik moved to approve liquor license for Rolfe Golf Club. All ayes. Carried. Nick Frederiksen from I & S Group gave update on water plant. Numbers are back up again, and not knowing why. It’s time for the contractor to fix the problem. Suggested we do not approve the change order and final payment. Change order #3 and Pay Request #5 for the water project council took no action at this time. Discussion on the parking in yards ordinance. Council heard comments from resident. Sheda left the meeting at 6:10pm. Mayor would like to speak with residents abusing parking in yards. Council took no action on this ordinance. Mayor read Ordinance #216 amending the code of ordinances of the City of Rolfe by amending section 75.05 operation of all-terrain vehicles. New sub section 75.06. reading: Only licensed drivers will be allowed to operate ATV on the City Streets of Rolfe. Wellik/Struve moved to approve Ordinance No. 216 amending the Code of Ordinances of the City of Rolfe, Iowa by amending sections 75.05 operation of All-Terrain Vehicles. Ayes: Allen, Struve, Wellik and Andersen. Sheda absent. Carried. Andersen/Wellik moved to waive the second and third reading of Ordinance #216. Ayes: Andersen, Wellik, Struve and Allen. Absent: Sheda. Carried. Mayor clarified we do not have a police department or police officer. We have a code enforcement officer who will administer to nuisance abatements, mowing, dogs and other municipal infractions. He will not be doing traffic or criminal citations. Andersen/Allen moved to set cleanup day for May 15th – 16th and on the 16th everything need to be by the curb by 8am or will not be picked up. All ayes. Carried. Andersen/Wellik moved to adjourn at 6:31pm. All ayes. Carried.
