Regular Meeting
June 10, 2004

The Rolfe City Council met in regular session, Thursday, June 10, 2004 at 6:30
p.m. Mayor Cullen called the meeting to order. Council members present were Dreith, Johnson, Higgins, Kuchenreuther and Sandvig. Also present were: Glenn Munson, Wm Winkleblack, Curt Wiseman, Mike Majorowicz, Cynthia Swain, Norman Thiery, Virginia Wright, and Chief Hoopingarner.
Motion by Higgins seconded by Dreith to approve the agenda all ayes motion carried.
Motion by Higgins second by Johnson to approve the minutes all ayes motion carried.

Motion by Johnson, seconded by Dreith to approve the bills. All ayes motion carried.
Treasurer reports for April and May were presented. After discussion motion by Dreith and seconded by Higgins to approve the reports. Ayes: Dreith, Johnson, Kuchenreuther and Higgins. Nays: Sandvig. Motion carried.
Police Chief Hoopingarner presented his report.
Administrator Smith reported on the FEMA meeting he had attended and discussed water meters with the council.
Motion by Sandvig, seconded by Higgins to approve cigarette permits for Garlands, Heartland Pronto, and Bill’s Food Store. All ayes motion carried.
Motion by Johnson seconded by Sandvig to approve a building permit for Robert Taylor. All ayes motion carried.
Pocahontas County Economic Development director Virginia Wright discussed plans for reorganization of the PCEDC board and a new 28-E agreement. $4, l5l for FY 2005 was requested. After discussion, motion was made by Johnson seconded by Higgins to give remaining $2500.00 of the FY 2003-2004 request to the PCEDC. All ayes motion carried.
Curt Wiseman of Kuehl & Payer presented life-cycle cost analysis of lagoon system vs. lemtek covered aerated system. Controlled discharge $l million for 20 years with no additional cost after construction. Covered aerated $l.2 million with l0 year replacement. Curt recommended proceeding with controlled discharge lagoon system. Council needs to proceed with purchasing land for expansion. He also informed the council of new DNR permit procedures and recommended that city set-up face-to-face meeting with DNR. Wiseman will set-up meeting with the DNR. Council will need to set special meeting with Mac Nelson. City will need right of entry from Mr. Nelson. Administrator Smith directed to have City Attorney Fitzgerald draw-up the paper work.
Mike Majorowicz gave the Council an update on progress being made on the city website. Presented a proposal to add channel 3 information to the website this would be phase one of the proposed enhancements. Estimated cost of $l400 for development of the channel 3 feature. This is based on 40 hours x $70/hr x one-half as he would donate l/2 of his time. NW Communications currently get $75/hr for development. Phase two would consist of writing a program so that the information on the website could self scroll for display at businesses similar to channel 3. Council was presented with a graph of website visitors that showed a ten-fold increase in visits the day of the tornado and the day after.
Motion by Dreith to proceed with phase one & two. Motion died for lack of second. Motion by Johnson to proceed with phase one, seconded by Higgins. Ayes: Johnson, Dreith, Higgins and Kuchenreuther. Nays: Sandvig. Motion carried.
Majorowicz stated that an individual has approached him to set-up a senior spotlight for area high school students.
Winkleblack asked about dedication of the City Center. Mayor Cullen said plan is to have ribbon cutting after the parade by the Grand Marshall followed by an open house. Winkleblack suggested President of Rolfe Enrichment and members of the Rolfe Economic Development are involved.
Winkleblack also discussed the school issue with the Council.
Motion by Kuchenreuther to donate the old sweeper to Bradgate. Higgins seconded the motion due to no bids being submitted. All ayes motion carried.
Page property was discussed. Smith directed to ask County Supervisors about tax abatement.
A public hearing for a budget amendment was held. After discussion motion by Dreith seconded by Higgins to approve the amendment and approve Resolution #398. All ayes motion carried.
Resolution #399 was presented, a resolution transferring funds from the Gas fund to General Fund, Emergency Fund to General Fund and Gas Fund to Economic Development. Motion by Johnson seconded by Dreith to approve the resolution. All ayes motion carried.
Mayor Cullen asked about the mosquito spraying.
Mayor requested that the Council submit names of area youth to be recognized at the City Center grand opening during Greater Rolfe Days.
Mayor stated he had loaned the city’s old siren to the City of Plover to use until they purchase a new one.
Mayor reported that Northwest Communication would like to present a phone service package to the Council.
Cullen reported he had sent a letter to each of the Emergency response departments that had helped during the recent tornado.
Kuchenreuther questioned the Mayor regarding a letter he had sent to several residents in the NE corner of town.
Council discussed nuisance abatement of open burning complaint that was brought to the city. Chief Hoopingarner was to inquire about surveillance equipment
No further business motion made by Kuchenreuther seconded by Johnson to adjourn at 9:55 p.m. All ayes motion carried. Next regular meeting will be held on July 8, 2004 at the Community Center.
