Special Meeting
October 19, 2004
6:30 p.m. Community Center
Rolfe City Council met in Special Session on October 19, 2004 at 6:30 p.m. at the Community Center with Mayor Cullen presiding. Council members present were: Dreith, Higgins, Kuchenreuther, Johnson and Sandvig. Others present: Dave Sandvig, Dan Elwood, Curt Wiseman and Chief Hoopingarner.
Motion by Dreith, seconded by Kuchenreuther to approve the agenda. All ayes motion carried.
Curt Wiseman from Kuehl & Payer discussed the sewer project. Stated that aeration of the lagoons would not meet permit limits but the 3-cell lagoon would. Wiseman stated that the City should pursue the purchasing of the land. Second option would be to move the lagoons further east and then this land can be condemned. If this were done, it would push the project behind 6 months to a year. Deadline for the CDBG grant is due in December. Young directed to contact Ia Dept. of Economic Development director Marsha Cory to see that the grant is sent in. Young to contact Denny Fitzgerald about contacting Nelson’s attorney and Mr. Nelson on what price he wants for the land in question. The City needs Mac Nelson’s response before the end of October.
Council received a letter from the Kid’s Rec Program stating that they were in need of donations for their organization. After discussion motion by Higgins seconded by Kuchenreuther to donate $775.67 to pay the outstanding bills that have accrued.
Other items discussed were the old CDBC Housing Project, old junkyard, seeking funding from PCED to help with possible expansions of two small businesses; discussed how the tornado disaster money received from FEMA would be distributed.
Dan Elwood of Municipal Management Services informed the city on some of the services he could provide to the City if there was a need. Discussion followed.
Council interview applicant for the position of City Clerk/Administrator. Discussion followed. Hoopingarner directed to do background checks. Johnson and Dreith will check with references. A Special Council meeting was set for Tuesday October 26, 200 at 7:00 p.m. to discuss the City Clerk/Administrator position.
Council discussed the carpet in community center. After discussion motion was made by Kuchenreuther, seconded by Dreith to put carpet in the front l/2 of the room. All ayes motion carried.
No further business before the Council, motion by Higgins seconded by Johnson to adjourn at 10:15 p.m. Next special meeting will be held October 26, 2004 at 7:00 p.m. Next regular meeting will be held on November 11, 2004 at 6:30 p.m.
