6:30 p.m.
Rolfe City Council met in regular session on November 11, 2004 at 6:30p.m. at the Community Center with Mayor Cullen calling to order. Council members present: Dreith, Higgins, Johnson, Kuchenreuther and Sandvig. Also present Lana Pratt, Dave Sandvig, Mike McIlheran, Chief Hoopingarner, Glen Munson, Don Miller, Adam Nelson, Brett Stewart, Vicki Allen, Karen Kerns, Marion Perion, Bruce Stover and Tom Grau.
Motion was made by Kuchenreuther to approve the agenda. Johnson asked to be added to other business. Councilman Johnson seconded the motion. All ayes motion carried.
Johnson moved to approve previous minutes with a correction on a vote decision on carpeting the Community Center where he had voted no. Seconded by Dreith. All ayes carried.
Johnson motioned to approve the bills with deletion of bill for ladder that was entered twice. Also questioned wastewater workshop attended by Sandvig and bill for disconnect notices. Seconded by Dreith. All ayes motion carried.
Kuchenreuther motioned to approve treasurer report. With discussion of CD’s renewal for short term, question on high refund balance and clarity of property tax split Johnson seconded. All ayes motion carried.
At 7p.m. the public hearing in reference to ordinance #156 Natural Gas Rate increase. Johnson moved to approve. Higgins seconded. Mayor called for vote: Kuchenreuther, Dreith, Higgins and Johnson ayes. J. Sandvig abstained. Motion carried. Motion to wave 2nd & 3rd reading by Kuchenreuther seconded by Dreith. Kuchenreuther, Dreith, Higgins and Johnson ayes. J. Sandvig abstained. Motion carried.
Don Miller and Adam Nelson presented information on rate increases for Northwest Communications.
Chief Hoopingarner presented police report.
Lana Pratt, City Administrator, informed the council of approaching municipality power meeting December 9, 2004. Council woman Dreith will also attend in Ankeny.
Karen Kerns expressed concern of changing internet provider would result in loss of e-rate for remainder of the year.
Mayor Cullen concerning January 2004 meeting with regard to the composition of the library board, ordinance #153 to amend #95 was not submitted to voters for approval so #153 is null and void.
After discussion by council, purchase of lowest bid on paper shredder will be made.
Dave Sandvig submitted 2 bids on used and new backhoe for city. Murphy Tractor, Fort Dodge will bring machine for demo. After discussion Johnson motioned to table, seconded by Kuchenreuther. All ayes motion carried.
Written resignation by Councilman Sandvig was received.
Sewer project update was received from Mayor Cullen. Request for Marsha Corey, Curt Wiseman and city attorney to attend meeting for further discussion on sewer project.
Tom Grau, Pocahontas County Economic Development Director, introduced himself to the council. Working with city and county will make sure all potential economic opportunities are explored.
Oath of office was administered by Mayor Cullen to new City Administrator, Lana Pratt.
Brett Stewart and Vicki Allen requested purchase of alley. Kuchenreuther moved to table, Johnson seconded. All ayes motion carried.
Johnson motioned for compensation to Young, seconded by Kuchenreuther, Higgins, Johnson ayes, Dreith nay. Motion carried
Other business included review of sewer tapes, unused comp time, Kern bill, letter of budget plan; carpet installation and group health plan and remind treasurer to attend council meetings.
Johnson motion for the meeting to adjourn seconded by Higgins. All ayes motion passed.
