Rolfe City Council met in regular on Thursday January 13, 2005 at the Community Center with Mayor Cullen presiding. Council members present were:
Dreith, Johnson, Kuchenreuther, Thoren and Higgins. Also present were: Mike McIlhearn, Chief Hoopingarner, Janice Young, Shirley Poppen, Shane Braby,
Wm Kemna ,Donald Hemphill, Mark Sindergard and Gary Pedersen.
Johnson moved, Higgins seconded to approve the agenda. All ayes motion carried.
Johnson moved, Kuchenreuther seconded to approve the minutes. All ayes motion carried.
Johnson moved, Dreith seconded to approve the bills. All ayes motion carried. BILLS

Johnson moved, Kuchenreuther seconded to table Treasurer’s report. All ayes motion carried.
Police Chief presented his monthly report. Council questioned the euthed/disposal of two cats. Council set requirement that the City would only be responsible for animals taken to vet clinic by local police officer.
Pratt reported on a request for a stop sign being placed at 2nd and Elm. Council declined the request. Pratt also reported that next council meeting will be postponed until February 14, 2005 due to the public hearing on the wastewater project, Pocahontas County Economic Development requested a donation, reported Data tech support would be coming, receipt management module would be installed, Team Services is doing the boring for the wastewater project, archaeological survey is done, Page’s above storage tanks has been cleared thru DNR, meeting for the interviewing of an attorney for the electric municipalization, and requested authorization to attending grantsmanship training in April and May.
Mayor Cullen reported on the solid waste, presented the library minutes and presented a proposal for contract with E-Waste and Brown Good’s Recycling Program with Shamrock Recycling. After discussion, motion by Dreith seconded by Johnson not to accept proposal at this time. All ayes motion carried.
Pratt presented a bid from Rog’s Electric for the double throw on the generator pole. After discussion council directed Pratt to get a second bid on the project.
Gary Pedersen reported on the Kid’s Recreational Project.
Mayor Cullen discussed FEMA monies. Agreed to set up a committee of department heads to designate the distribution of these monies.
Motion by Kuchenreuther, Johnson seconded to give the Clinton Garfield Cemetery $3500.00.
Kuchenreuther moved to approve a six months liquor license for the Rolfe Golf Club. Dreith seconded, motion carried.
Motion by Johnson, seconded by Kuchenreuther to rescind motion in December made on Chief Hoopingarner’s salary increase. All ayes motion carried. Kuchenreuther moved to adjust Chief’s salary by additional $200. Johnson seconded motion all ayes motion carried.
Motion by Kuchenreuther, Johnson seconded to go into closed session at 8:00 p.m. All ayes motion carried.
Thoren moved Kuchenreuther seconded to go out of closed session at 9:15 p.m. All ayes motion carried.
A new Personnel Manual and Job Descriptions were discussed.
In other business, it was decided to do additional snow removal in front of Wagner’s Business.
No further business, motion by Johnson, seconded by Dreith to adjourn at 9:30 p.m. Next regular meeting will be held on February 14, 2005 at 6:30 p.m.at the Community Center.
