Regular Council Meeting
March 10, 2005
6:30 p.m. Rolfe Community Center
Rolfe City Council met in regular session on March 10, 2005 at 6:30 p.m. at the Rolfe Community Center with Mayor Cullen presiding. Council members present: Kuchenreuther, Johnson, Thoren Higgins and Dreith. Lana Pratt, Chief Hoopingarner, Wm Winkleblack , Janice Young, Shirley Poppen, Shane Braby, Trisia Fallison, Dean McCartan, Greg Kaiser, Shelley Stumpf, Denise Volkman, Bill Howland were present.
Motion by Johnson, seconded by Higgins to approve the agenda along with additions and minutes. All ayes, motion carried.
Motion by Johnson,seconded by Thoren to approve the bills. All ayes, motion carried.
Treasurer’s report was presented by Poppen. Johnson requested further inquiries to CD interests. Kuchenreuther motioned to approve treasurer report, seconded by Thoren. All ayes motion carried.

Denise Volkman, County EMS coordinator, asked for contribution for her position Council motion by Johnson, seconded by Kuchenreuther, all ayes motion carried to contribution of $2,000.
Bob Hogue, Iowa Municipal Utilities Association, was present to refresh Rolfe’s electric utility pursuit. Motion by Higgins, seconded by Johnson, all ayes, motion carried for joint participation for municipalization of electric utility.
Motion to approve building permit for Dean McCartan was made by Kuchenreuther, seconded by Johnson, all ayes, motion carried. Motion to approve building permit for Greg Kaiser was made by Johnson, seconded by Kuchenreuther, all ayes, motion carried.
Police report as read by Hoopingarner. There was discussion to use collection agency on delinquent utility accounts.
Administrator comments: Motion by Johnson, seconded by Thoren for labor and parts charge for dairy expansion, Johnson, Higgins, Dreith and Thoren aye, Kuchenreuther nay, motion carried. Motion on appraisal of RR ground for bike trail head by Dreith, seconded by Johnson, all aye, motion carried. Pratt asked for city auto to be updated, under consideration. Verbal abuse and conduct will not be tolerated in city office, law enforcement will be called.
Audience communication: Bill Winkleblack requested council feelings on bio-diesel. Positive feedback. Bill Howland requested easier to understand billing for budget billing. Shane Braby presented revised general provisions applicable to Mayor’s Advisory Board. Advisory Board presented Community Center use guidelines. Motion by Johnson, seconded by Higgins, all ayes, motion carried to accept new guidelines. (Resolution #430 Community Center Rental) Greg Kaiser and Shelley Stumpf, Park and Rec. Board members, shared intent to use Pool Tech for chemicals, looking into ways to transport Plover and Havelock to Rolfe for pool use and will meet March 28th to review pool applicants. JoAnn Brinkman resigned from Board, motion to appoint Jerry Sandvig as replacement was made by Johnson, seconded by Dreith, all ayes, motion carried.
Mayor’s comments: Cullen was asked by Palo Alto gambling to ask council for support, council neutral.
Motion to approve updated personnel manual was made by Johnson, seconded by Higgins, all aye, motion carried.
First readings of ordinance #158 amending natural gas utility rates was read, plus first reading of #160, natural gas utility hook-up fees, and ordinance #159 water hookup fee was read. Second readings will take place at a special meeting March 21.
Council consented to new driveway to lagoon expansion to be done by Pocahontas County Secondary road Department.
The 2006 budget was carried. Motion made by Johnson, seconded by Thoren, all ayes.
Appointment of Ken Hoopingarner to replace Harrison Roberts on cemetery board due to resignation approved.
Clean up days at Rolfe designated to be May 5and 6, after City Garage Sale Day of April 30.
Motion to adjourn at 11:00 p.m. was made by Higgins, seconded by Dreith, all ayes, motion carried.
Next regular meeting is April 14, 2005, Rolfe Community Center.
