Regular Council Meeting
April 14, 2005
6:30p.m.
Rolfe City Council met in regular session on April 14, 2005 at 6:30 p.m. at the Rolfe Community Center with Mayor Cullen presiding. Council members present: Kuchenreuther, Johnson, Thoren, Higgins and Dreith. Lana Pratt, Janice Young, Shirley Poppen, Shane Braby, Shelley Stumpf, Tom Benge, Wm Winkleblack, Marcia Corey, Karen Orwig, Penny Dowell and Kim Winthers along with numerous citizens present.
Motion by Johnson, seconded by Higgins to approve the agenda with a few deletions of attendees, all ayes, motion carried. Motion by Dreith, seconded by Johnson to approve the minutes, all ayes, motion carried. Motion for approval of bills by Higgins, seconded by Thoren, requested beginning and ending of log miles by city administrator, all ayes, motion carried.

Treasurer’s report was presented by Poppen. Johnson motioned to approve, seconded by Kuchenreuther, all ayes, motion carried. Motion to approve police report by Johnson, seconded by Higgins, all ayes, motion carried.
Administrator comments: need 6 new 2 yard dumpsters, directed to obtain another price, appraisal of railroad ground was received and to be sent to Union Pacific along with $1,000 offer for trail head park. Information on a group medical plan was shared for city employees. Street patching throughout the city will take place after May 1. Outside painting of the water tower will happen this summer; council instructed Pratt to obtain prices. Rock prices for the pool area will also be obtained. Pratt updated the council on the Pocahontas school board wanting to know Rolfe’s interest in purchasing the school. The school wants to retain use of the bus barn and gym for another 3 to 5 years. A lease agreement would need to be worked out for this. Interest in the athletic field area was expressed. Council would like a proposal from the school board. Concern and facts on Rolfe’s declining revenue and rising expenses were shared. Rolfe clean up days are May 3-5 and the city wide garage sale is April 30. Pratt was directed to advertise for part time city help.
Stumpf reported Rolfe Ambulance has received a grant for a defibrillator. The candle fund raiser for the pool was a great success with $1,500 in sales. Donated items for the pool garage sale are to be taken to the old ambulance building during city hours. Motion to approve the life guards and pool tech was made by Dreith, seconded by Johnson, all ayes, motion carried. Motion to raise Shelly Stumpf salary to $2,250 all ayes, motion carried. Karen Johnson, yard maintenance, wanted clarification that city administrator was her boss. Rick Johnson wanted council approval to use city backhoe to construct retaining wall on backside of fire station and also expressed appreciation picnic for fireman and ambulance crew should be planned for June.
Motion to approve $2,500 for mosquito spraying made by Dreith, seconded by Thoren, all ayes, motion carried.
Resolution to amend personnel manual #434 regarding overtime compensation was made by Johnson, seconded by Thoren, all ayes, motion carried.
Resolution to amend 2004-2005 budget, was made by Johnson, seconded by Dreith, public hearing set for May 12, 7p.m. Rolfe Community Center, all ayes, motion carried.
Building permits were issued to Penny Dowell, Kim Winthers and the Rolfe Care Center.
Marsha Cory brought us up to date on sewer expansion. $995,000 estimated project cost, $300,000 CDBG Grant, remainder to be borrowed with SRF and city assets. Factors used in sewer and water rates. Ordinance #163 tabled until workshop, May 2, 6:30 p.m. for further fact findings.
Mayor Cullen presented reasons for garbage/recycling rate increase. Ordinance #162 to approve garbage and recycling rate increases motioned by Dreith, seconded by Higgins, Thoren, Kuchenreuther, Dreith, and Higgins aye, Johnson nay. Motion to wave second and third readings of ordinance #162 made by Higgins, Thoren seconded, Thoren, Kuchenreuther, Dreith and Higgins aye, Johnson nay.
Motion to close 2 streets for Greater Rolfe Days was made by Johnson seconded by Higgins, all ayes, motion carried.
Motion to have Black Top Services repair 2 street on River Street and grout and repair Circle Drive made by Johnson, Seconded by Higgins, all ayes, motion carried.
Six month review was conducted for Pratt. Motion for $500 raise was made by Johnson, seconded by Higgins, Johnson and Higgins aye, Thoren, Kuchenreuther and Dreith nay. Motion for $1,000 raise made by Dreith, motion died for lack of second. Motion for $700 raise made by Johnson, seconded by Higgins, Johnson, Higgins, Dreith aye, Thoren and Kuchenreuther nay.

Motion by Kuchenreuther, seconded by Johnson to adjourn, all aye, motion carried. Meeting ended 12:30a.m.
