Regular Council Meeting
May 12, 2005
6:30 p.m.

Rolfe City Council met in regular session on May 12, 2005 at 6:30 p.m. at the Rolfe Community Center with Mayor Cullen presiding. Council members present: Kuchenreuther, Johnson, Thoren, Higgins and Dreith. Lana Pratt, Janice Young, Shirley Poppen, Shane Braby, Wm. Winkleblack, Curt Wiseman, Ken Hoopengarner and Gary Pederson.
Motion by Johnson, seconded by Kuchenreuther to approve agenda, all ayes, motion carried. Motion by Johnson, seconded by Dreith at approve the minutes, all aye, motion carried. Johnson motioned to approve bills, seconded by Thoren, needed research of IAUB assessment charges, all ayes, motion carried.

Motion by Johnson, seconded by Higgins to table treasurers report because question of negative number in sewer, all ayes. Motion carried. Johnson motioned to approve police report, seconded by Higgins, all ayes, motion carried.
Curt Wiseman updated on Lagoon planning. On schedule, awaiting FONZIE report from DNR and project should begin around July 1. Motion for Mayor Cullen to sign authorizing bid letting by Thoren, seconded by Higgins, all ayes, motion carried. Statement of Just Compensation for Lagoon Land was motioned for approval by Kuchenreuther, seconded by Thoren, Johnson, Dreith, Higgins and Thoren: aye, Kuchenreuther nay. Motion carried.
Administrator comments: ordering additional 2 yard dumpsters, needed rock for pool area, needed repair of doors and windows on City Utility buildings, Rolfe School purchase and needed general election changes. Administrator given $500 allowance on needed maintenance items before having to get Council approval.
Audience comments: Wm. Winkleblack and Shane Braby shared information on new recycling business for City of Rolfe. Councilman Thoren, Wm. Winkleblack, Shane Braby and Pratt were given authorization to proceed with the operation as presented. Weekly service will be provided in Rolfe with a target start date of July 1, 2005.
Mayor comments: Council decided to block The Mayor’s Advisory Board. Council members Johnson, Kuchenreuther and Dreith advised the Mayor that the council would prefer it be classified as a “committee”. The Mayor explained to the council that this Board was only advisory, and would establish the ground work for other boards in Rolfe such as a Mayor’s Youth Advisory Board, Zoning Board and Utilities Board. Council stated that the next mayor may not wish to have an Advisory Board and rejected Mayors Cullen’s explanation.
Motion to approve Garland’s liquor License was made by Kuchenreuther, seconded by Thoren, all ayes, motion carried. Wm. Winkleblack submitted the list of 2004 Paint UP Rolfe programs participants. Payment of $750 will be issued to Rolfe Betterment for reimbursement. Sign up for 2005 sheets available at City Hall. First 10, receive $150 meeting program guidelines. Discussion of vacant properties followed. The city and RBI will be attempting to get land ownership in the hands of citizens.
Motion to approve Bill’s Food beer permit was made by Kuchenreuther, seconded by Thoren, all ayes. Motion carried.
Motion to purchase 300 water meters was made by Thoren, seconded by Higgins, Johnson, Dreith, Higgins and Thoren: aye. Kuchenreuther nay. Motion carried. Motion to strip, sand and paint water tower summer of 2006 was made by Thoren, seconded by Higgins, all ayes. Motion carried.
Motion to adopt Ordinance #163 sewer rates was made by Johnson, seconded by Higgins. Johnson, Dreith, Higgins and Thoren: ayes. Kuchenreuther, nay. Motion to wave second and third readings made by Dreith, seconded by Higgins, Johnson, Dreith, Higgins and Thoren: ayes. Kuchenreuther, nay.
Motion to adopt Ordinance #164 water rates was made by Johnson, seconded by Higgins. Johnson, Dreith, Higgins and Thoren, ayes. Kuchenreuther, nay. Motion to wave second and third readings by Higgins and seconded by Thoren, Johnson, Dreith, Higgins and Thoren: ayes. Kuchenreuther, nay.
Due to the length of the meeting, Mayor Cullen, with the consensus of the Council tabled the following items for the special meeting: 6. New Business – Road Closer and 6, 7, and 8 Old Business. Special meeting will be May 26, 6:30 p.m., Rolfe Community Center.
Special hearing of amended current budget will take place at 7 p.m., May 26, 2005, Rolfe Community Center.
Motion to adjourn by Kuchenreuther, seconded by Johnson, all ayes. Motion carried, with adjournment 11:15p.m.
