Rolfe City Council met in regular session on June 9 at 6:30p.m. at the Rolfe Community Center with Mayor Pro-tem, Al Kuchenreuther, presiding. Council members present: Johnson, Dreith, Higgins and Thoren. Lana Pratt, Janice Young, Tom Benge, Bill Howland, Glen Munson, Shirley Poppen, Shane Braby, Weldon Sumner, Patti Girman, Leroy Sundine, Bill Winkleblack, Lynn McVay, Ken Hoopingarner and Greg Kaiser.
Johnson moved to approve the agenda, Thoren seconded, all aye. Dreith moved to approve the previous minutes, Thoren seconded, all aye. Johnson moved to approve the bills, Higgins seconded, all aye. Thoren moved to approve the treasurer’s reports for April and May, Dreith seconded, all aye.

Hoopingarner gave the police report.
7p.m. Public Hearing –selling of city owned lot-Resolution #439 motioned by Thoren, seconded by Johnson to sell the property to LeRoy Sundine. All ayes.
Steve Hoesel of MIDAS was here to inform us on T.I.F. This program enables a City to use the property tax dollars produced from new private development to pay for certain public improvement and to provide direct assistance to private developers within an urban renewal area.
Patty Girman was here to clarify the city insurance policy. Specific items will be covered by specific policies with a blanket for additional needs. Savings to the city $1,000.
Winkleblack and Braby gave update on Rolfe Recycling. Pickup has been purchased and the route of curbside pickup will follow the city garbage route. Persons 65+ can receive house or garage pickup service by appointments. Applications for the center will be taken until June 17. Munson requested and received approval for placing hydrant flags and a dry hydrant west of the pond. This will be done by the Rolfe Fire Department. Sumner requested the city vacate the Elm Street between Blk. 8 & 9, and the alley east of lots 1, 2, 3, and 4 in Blk 8. Johnson moved to approve procedure to vacate, Dreith seconded, all aye. Ordinance will be drafted for July 7 meeting for vacating this city property. Decision on Rolfe school property stands as the city very interested in the property west of the railroad tracks and somewhat interested in the east property. Lynn McVay requested discussion of livestock in city limits. Council allowing 4 horses on McVay property was made by Thoren, seconded by Dreith, all aye.
Motion to resend the decision to puchase water touch read meters and approve purchase of water, gas, radio read, installed meters for the City of Rolfe was made by Thoren, seconded by Higgins, Thoren, Higgins and Dreith aye, Johnson and Kuchenreuther nay. Motion carried. Sewer rates – Ordinance #167 - $8.25 for first 1,300 gallons and $3.75 for each additional 1,000 gallons was motioned by Johnson, seconded by Thoren, all aye.
Building permit for the Post Office roof was made by Thoren, seconded by Johnson, all aye. Cigarette license renewal for Bill’s Foods, Garland’s and Heartland Pronto was motioned by Thoren, seconded by Dreith, all aye. Ordinance #166, amending city elections by eliminating run off election, was motioned by Thoren, seconded by Higgins, all aye.
Mayor pro tem presented letter from Mayor Cullen resigning at 2p.m. June 9. Motion to appoint mayor pro tem, Al Kuchenreuther, to fill the vacancy of mayor was made by Johnson, seconded by Dreith, Higgins, Dreith, Johnson and Thoren aye. Swearing in of Mayor Kuchenreuther and appointing of council seat vacancy will take place at the next meeting, July 7, 2005, 6:30 p.m.
Johnson motioned to adjourn, seconded by Thoren, all ayes. Meeting adjourned 10:00p.m.
