Rolfe City Council met on July 7, 2005 at 6:30p.m. at the Rolfe Community Center with Mayor pro tem, Al Kuchenreuther presiding. Council members present: Thoren, Higgins, Johnson and Dreith. Lana Pratt, Ken Hoopengarner, Bill Winkleblack, Shane Braby, Greg Cullen, Tom Benge, Jason Benge, Bill Howland, Mary Wadsley, George Lanus, Brett Stewart, Bill Harms, Trish Falleson, Arlis Kuchenreuther, Kenny Point, Rick Inman and Jarid Kuchenreuther.
Motion by Dreith to approve the agenda, seconded by Thoren, all aye. Motion by Johnson for the approval of the minutes, seconded by Thoren, all aye. Motion for approval of the bills by Johnson, seconded by Higgins, all aye. Motion to approve the treasurer’s report by Johnson, seconded by Dreith, all aye.

Ken Hoopengarner gave the police report. Lana Pratt, administrator comments asked for coin/bill meter for bulk water station. Two bids gave, National Waterworks lowest bid approved if the $2,600 price includes installation. New valve in also approved if $350 includes installation. Pratt is to look into pagers and possible phone changes in long distance and cell. Was requested by council to look into possibility of putting C tractor and belly mower back in service.
Oral request and communications from the audience: Greg Cullen presented a petition from the voting public of Rolfe requesting an audit. Council instructed Pratt to gather prices. Cullen also informed the council there is no signed agreement with Community Partnership, so if wanted the application would need to be done again. George Lanus expressed concern on the thistles growing and seeding by the railroad tracks.
School house property still remains the same with the city definitely interested in the west property and somewhat in the area east of the tracks.
Al Kuchenreuther was sworn in a mayor. Rick Johnson was appointed as mayor pro tem. Shane Braby was appointed and sworn in as councilman replacing Kuchenreuther.
Ordinance #168, vacating of the alley between Walnut and Elm, was read. Dreith motioned to waive the 2nd and 3rd readings, seconded by Higgins, all aye. Motion by Johnson to vacate the alley was made by Johnson, seconded by Dreith, all ayes. Ordinance #169 – vacating of a public street, end of Elm to city limits, was tabled to clarify field access by landowners.
Building permits were issued to George Lanus, Bill Harms and Brett Stewart. Adjustment of Bill’s Food sewer bill will be made in accordance with his sale of purified water. Salary increase discussion was tabled for more information.
Other business: Update of recycling center, response great participation from Rolfe residents.
Motion to adjourn by Thoren, seconded by Johnson, all ayes. Adjournment at 9:30p.m. Next special council meeting is July 18 for the purpose of lagoon bids. Next regular session is August 11, 2005.
