Rolfe Regular Council Meeting/Public Hearings

Monday, October 13, 2014

Rolfe Community Center, 6:30pm

Mayor Julie Lancaster called the meeting to order at 6:30pm. Council present – Joe Ramaekers, Tom Andersen, Carl Struve and Al Kuchenreuther.  Absent – Dan Allen.  Ramaekers/Kuchenreuther moved to approve the consent agenda including agenda, minutes, bills and building permits for Jim Sandvig, Tom Smith and Rich Welter.  All ayes. Carried.

Sindergard gave treasurer’s report.  Struve/Kuchenreuther moved to approve treasurer’s report.  All ayes. Carried.

Mayor thanked Hometown Pride, Trees Forever and Alliant for the planting of seventeen trees around the community.

Clerk commented on will need another codification workshop to work on ordinances and will be gone to conference Oct., 15th – 17th.

Pocahontas Emergency Management Director Russ Jergens addressed the council on an unused tornado siren available to place in Rolfe that has a battery backup.  Rolfe would have to bear the cost of moving and placing in town.  Kuchenreuther/Struve moved to approve paying for relocating the siren to Rolfe.  All ayes.  Carried.

Wes Brown from Bolton & Menk gave an update on the sewer project.  Half of the project done.    Since there was a change order in the project contractor is asking to extended completion date to October 22nd and a change order to an additional manhole.  Ramaekers/Andersen moved to approve the completion date and change order.  All ayes. Carried.

Kuchenreuther/Struve moved to approve pay request from Spray Com Utilities in the amount of $134,053.55.  All ayes. Carried.

Struve/Kuchenreuther moved to approve CDBG expenses  - Bolton & Menk,  Engineering Services through 9/11/14, Total Cost - $6762.50, CDBG - $4057.00, City - $2705.50, Spray Com Utilities, Construction Services through 10/8/14, Total Cost - $134,053.55, CDBG - $80,432.00, City – 53,621.55, MIDAS – Administration through 9/30/14, Total Cost $1231.00, CDBG - $1231.00, City – $0.00, Minus funds already requested – ($4541.00).  All ayes. Carried.

Council reviewed the Annual Financial Reports.  No questions or concerns.

Council reviewed the Annual Examination from Hogan & Hansen.  No questions or concerns.

Mayor explained there is currently a pit bull in town.  We have no written complaints.  Since we are changing ordinance to be non-breed specific, council need to address the issue.  Andersen/Kuchenreuther moved to approve allowing the pit bull to stay in the city.  All ayes.  Carried.

Kuchenreuther/Struve moved to approve resolution #585 a resolution proposing the sale of city of Rolfe real property, lot 6sunset hill add blk 4 – parcel # 0805158006, pocahontas county, Iowa,lot 7 sunset hill add blk 4 – parcel # 0805158005, pocahontas county, Iowa, lot 8 sunset hill add blk 4 – parcel # 0805158004, pocahontas county, Iowa, lot 9 sunset hill add blk 4 – parcel # 0805158003, pocahontas county, Iowa, lot 10 sunset hill add blk 4 – parcel # 0805158002, pocahontas county, Iowa, lot 11 sunset hill add blk 4 – parcel # 0805158001, pocahontas county, Iowa, n1/2 alley s of lot 6 to 11 incc sunset hill add blk 4 – parcel #0805158012, pocahontas county Iowa. (hereinafter described as the “property); and, setting a public hearing; and directing the publication of notice.   All ayes. Carried.

Mayor opened the public hearing at 7:00pm.  No oral or written comments, concerns or questions.  Mayor closed the public hearing at 7:05pm.   There were no bids for the lots.

Stella Samson addressed council about restoring her water service.  Service was shut off for non-payment.  Samson said house was broken into and theft had occurred.  She stated she would make $250.00 payment on the fourth Thursday of the month until the arrears are paid off.  Struve/Andersen moved to restore water service as long as she is making her monthly payments.  All ayes. Carried.

Dave Sandvig gave update of the leak in the detention tank at the water plant.  He is getting quotes on prices as to whether we can patch or if it need to be replaced.

Kuchenreuther/Andersen moved to set a city wide cleanup day for Tuesday, October 28th.  All ayes. Carried.

Council reviewed information on a speed study from Roxanne Seward.  Council would like to see if we can borrow or rent a speed sign, to make drivers aware of how fast they are going.

Council discussed hiring out the cleaning of the community center and bathrooms.  Kuchenreuther/Ramaekers moved to advertise to hire out cleaning.  All ayes. Carried.

We received bid for property located at 705 Des Moines Ave.  that was bid out at last month’s meeting.  Kuchenreuther/Struve moved to go through the public hearing process to bid out the lots.  All ayes.  Carried.

Ramaekers/Andersen moved to adjourn at 7:35pm.
