Rolfe Regular Council Meeting

Monday December 14, 2015

Rolfe Community Center, 6:30pm

Mayor Julie Lancaster called the meeting to order at 6:30pm.   Council present Al Kuchenreuther, Dan Allen, Tom Andersen, Joe Ramaekers, Carl Struve and upcoming new council Pat Sheda.

Mayor gave Oath of Office to new council member Pat Sheda.  Clerk gave Oath of Office to Mayor Lancaster and stated she had given new council member Jon Wellik the previous week. 

Allen/Struve moved to approve the consent agenda including agenda, bills, 11/9/15 minutes and building permit for Ramaekers and Welter.  Ramaekers abstained due to conflict of interest motion carried.

De Sindergard gave treasurer’s report, went through monthly transactions, everything appears fine.  Kuchenreuther/Andersen moved to approve treasurer’s report.  All ayes. Carried.

Council commented – Ramaekers stated had verbal complaints on dirt pile at River and Broad Street.  Kuchenreuther thanked the residents for allowing him his service as council member/mayor for over 22 years, he has enjoyed in time in office.  Council thanked Ramaekers and Kuchenreuther for their service.

Mayor thanked Ramaekers for his service and a special thanks to Kuchenreuther for his plus 22 years of service.

Kuchenreuther/Struve moved to have recycling committee hire part time employee when apps come in.  All ayes. Carried.

Mayor appointed Tom Andersen as Mayor Pro-Tem, Recycling committee Bill Winkleblack, Pat Sheda and Dan Allen, Fire Board Tom Andersen, Jon Wellik and Carl Struve as alternate.

Council appointed De Sindergard – President, Dan Allen, Jon Wellik, Scott Lancaster, Shannon Peters and Jerry Sandvig with one opening yet to be determined to the park and rec board.  Allen/Struve moved to approve appointments.  All ayes.  Carried.

Allen/Andersen moved to approve resolution #606 changing council meeting start time to 5:30pm.  All ayes.  Carried.

Nick Frederiksen from I & S Group gave update on water plant project contracts.  Andersen/Struve moved to approve contracts and bonds and have mayor sign documents for water plant projects.  All ayes.  Carried. Frederiksen also informed council of a minor change order to project to put a backwash valve for the newest well.

Discussion of loitering at night using library Wi-Fi.  Allen/Struve moved to have Wi-Fi shut off at closing and turned back on in the morning.  All ayes. Carried.

Council reviewed letter from DNR about an anonymous complaint about the tree pile.  The clerk had sent out new waivers and one has come back that they did like the location.  This means no more burning and the tree dump will be closed to public.

Discussion on enclosed structure requirements of grandfathered in property.  Allen/Andersen moved to have Ramaekers take the second tarp off of the door and tack down the grandfathered tarp if does not fit there needs to be another material placed to cover the opening.  Ramaekers abstained from voting due to conflict of interest.  All ayes. Carried.

Discussion on where to store removed junk for six months.   Council directed to check with city attorney on time frame.

Andersen/Allen moved not to support Welcome Home Reunion at this time.  All ayes.  Carried.

Kuchenreuther/Andersen moved to approve budget Committee of Clerk, Mayor Councilmen Andersen and Sheda will meet January 7th at 4:30pm in city hall.

All/ Tom moved to approve budget committee.

Mayor called for closed session per Iowa Code Section 21.5(l)(i),no employee requested close session.

Carl/Al moved to give a 5% percent raise to Dave Sandvig, Angela Montag and Tony Higgins. All ayes. Carried.   Kuchenreuther/Allen moved to increase De Sindergard wage by $1.50 an hour.  All ayes.  Carried.

Kuchenreuther/ Allen moved to approve Resolution #607 approving the wage, salaries and benefits for the year commencing January 1, 2016.  All ayes.  Carried.

Kuchenreuther/Struve moved to approve Resolution #608 approving wage set by library board for Library director commencing as of November 1, 2015.  All ayes.  Carried.

Struve/Andersen moved to approve city closing at noon on Christmas Eve.  All ayes. Carried.

Ramaekers/Kuchenreuther moved to adjourn at 7:44pm.  All ayes.  Carried.
